What is the break safe criteria for toughened glass?

In the BS EN 12600 test for pendulum body impact resistance, toughened glass passed the test if the weight of the 10 largest crack-free particles weigh less than the equivalent of 6500 mm2 of the original sample (i.e. if the glass breaks into sufficiently small fragments after impact).
